The orc caves lie behind an illusionary wall in a cave west of Tos. You'll need to dispel the illusion to pass.

The orcs under the Twisted Woods are well armed - too well armed. Somebody is trading with them, and I want to know who, and I want their steel for my own people. Get through the illusion that seals their caves and cut down fifteen of their warriors.
